The DVLA introduced the registration of providers of tuition in January 2003 to regulate the supply of number plates and reduce the opportunity for criminals to obtain false plates to disguise the identity of stolen vehicles or vehicles used for criminal activity. The scheme applies to all number plates including private number plates, custom number plates, number of securities and private boards. Initially the scheme applies only to England and Wales, but the powers contained in Article 46 of the Road Safety Act 2006 which can be extended to Scotland and Northern Ireland.
Registration of suppliers in Scotland and Ireland North will commence on 1 August 2008. There will be a window of three months to enable suppliers to register. Processes for non-registration or failure will begin November 1, 2008.
From 1 November 2008 will become an offense to supply number plates that do not comply with the Law of the Road Vehicles (Display Registration Marks) Regulations 2001. There is a maximum penalty of £ 2,500 and / or suspension of registration of up to 5 years. This crime applies throughout the UK.
The Regulations specify the typeface, size and color of a license plate. To comply with British Standard each number plate must be permanently and readable only with the following:
• The number of British Standard
• The name, trademark or other means of identifying the manufacturer, registration number or component supplier, and
• The name and zip code-making supplies
The DVLA in its enforcement operation concentrate its efforts on preventing the supply of plates: —
• Use a standard font no space missions or the characters, causing the vehicle where they are installed in more difficult to identify, and
• Show the registration mark or slogans so they could be seen filing as inappropriate or offensive.
